Orono City Council <br />Work Session Minutes <br />Monday, September 28, 2020 <br />Council Chambers <br />5:00 p.m. <br /> <br /> <br />PRESENT: Mayor Dennis Walsh, Council Members Richard F. Crosby II, Victoria Seals, <br />Printup and Matt Johnson. Staff members present were City Administrator Dustin Rief, Public <br />Works Director/City Engineer Adam Edwards, Finance Director Ron Olson, and City Clerk Anna <br />Carlson. <br /> <br /> <br />1. Long Lake Creek Subwatershed Presentation by MCWD <br />Planning Director of Long Lake Creek Subwatershed Becky Christopher provided an <br />overview of the work, findings and recommendations of the Long Lake Creek <br />Subwatershed assessment. Christopher asked the Council for feedback about how the <br />process is going and if the plan meets their needs. Christopher mentioned that the Orono <br />Golf Course Wetland Restorations in Orono are one that they would like to implement <br />into the project for reduction of lead within the next five years. She added that the <br />implementation is assumed to be primarily grant dependent. She also mentioned the <br />district will develop and maintain grant strategy by evaluation projects against potential <br />grant sources to determine the best fit. She noted that most grants do a 10-25% match or <br />cash in hand. <br /> <br />Mayor Dennis Walsh mentioned that the Council is all for applying for all the grants they <br />can get. He added that he is conscience of what the City and Long Lake Creek <br />Subwatershed uses the tax dollars for. He added that the City has been fairly aggressive <br />about applying for grants and that staff has a lot of experience applying for them. He <br />stated that if Long Lake Creek Subwatershed is willing to send those opportunities our <br />way the City would pursue as needed. <br /> <br />Council Member Matt Johnson asked how they collect their data. Christopher gave a <br />brief overview of how the data is determined. <br /> <br />2. Parks and Equipment CIP Discussion <br /> <br />Public Works Director/City Engineer Adam Edwards went over the Parks and Equipment <br />Outlay fund draft. Edwards discussed the various vehicles and equipment that are <br />recommended for replacement in 2021. <br /> <br />There was discussion about the benefits for some of the equipment as well as the <br />necessity to either have or not have it. The Council also recommended a few changes <br />that could be used for funding. <br /> <br />Edwards mentioned that the Park Commission discussed where they would like to <br />prioritize funding. <br /> <br /> <br />
