The purpose of this council action is to gain council authorization to execute the security <br />and access control project for select city facilities. <br /> <br />2. Background. Access control to City Hall and the Public Works building has not been upgraded/ <br />changed out since the facilities were built in 1992. Currently access control is accomplished through a <br />lock and key system with all employees and contract laborers having the same key. There is no way to <br />track who has accessed the building when. The Police Department does have an electronic access control <br />system however has a couple areas that need additional access control. Both City Hall and the Police <br />Department buildings are in need of improvements to their security systems for detecting intruder <br />detection. The Police Chief reports there has been an increase in attempted break-ins at municipal <br />facilities in the metro area. <br /> <br />3. Project Scope. The project scope includes: <br />a. Installation of a security system improvement in City Hall and the Police Department. <br />b. Installation of additional electronic access control for the Police Department. <br />c. Installation of an electronic access control for City Hall and the Public Works Facility. <br /> <br />4. Cost. The City solicited proposals and received two. Staff recommends accepting the proposal for <br />Security and Sound for $16,487. <br /> <br />5. Funding. Funding for the project would come from the Building Fund. As the access control system <br />can also be used to assist in contract tracing, staff will explore reimbursement opportunities via the Cares <br />Act. <br /> <br />6. Staff Recommendation. Staff recommends approval of the project with Security and Sound. <br /> <br /> <br />COUNCIL ACTION REQUESTED <br />Motion accept the proposal from Security and Sound to install access control and security systems in the <br />city facilities $16,487. <br /> <br />Exhibits <br />A.
