Orono City Council <br />Work Session Minutes <br />Monday, September 14, 2020 <br />Council Chambers <br />5:00 p.m. <br /> <br /> <br /> <br />PRESENT: Mayor Dennis Walsh, Council Members Richard F. Crosby II, Victoria Seals, <br />Printup and Matt Johnson. Staff members present were City Administrator Dustin Rief, Public <br />Works Director/City Engineer Adam Edwards, Finance Director Ron Olson, and City Clerk Anna <br />Carlson. <br /> <br />1. Building and Community Investment CIP Discussion <br /> <br />Finance Director Ron Olson presented the CIP improvements plan. Olson began by <br />presenting a high level overview to the Council of the Capital Improvement funds and <br />what the City typically uses them for. <br /> <br />Olson explained the Community Investment Fund was established to fund projects that <br />benefit the entire community and have no other funding source. Olson noted that the <br />funding is projected to be used for improvements to the (park and ride) Navarre public <br />parking lot and the (turn back) CSAH 112 Phase 3 construction. <br /> <br />City Engineer Adam Edwards added the park and ride has been on the CIP for the past <br />few years and that it doesn’t necessarily need to happen next year, however the City will <br />be doing some paving improvements in that area and it could offer some cost savings if <br />done at the same time. The City also found that a few of the Storm water catch basins are <br />beginning to show the need for improvements which could also be coordinated with the <br />entire project. <br /> <br />The City Council agrees that it would most likely be the best time to take care and <br />coordinate all of the improvements all at once. <br /> <br />Edwards also mentioned the turn-back improvements had also been on the CIP for the <br />past few years to cover costs associated with the project, however through the process the <br />County is getting money back from the state for that project. There are a few items that <br />are not a part of that particular project that could be mainly covered by the City. <br /> <br />There was some discussion of the design elements for the turn back project and the need <br />for them. Edwards will bring back the final design plans to Council for discussion when <br />the County is ready to proceed in that phase of the project. <br /> <br />Edwards presented the Building CIP and began soliciting feedback from the Council <br />about some of the projects involving the Public Works Facilities and security upgrades <br />for the City Buildings. <br /> <br />There was some discussion regarding the needs and plans for improvements needed for <br />the City’s facilities.
