July 20, 2020 page 47 <br />(3) All thoroughfares shall be properly related to specific traffic generators, such as industries, 1986 <br />business districts, schools, churches, and shopping centers; to population densities; and to the 1987 <br />pattern of existing and proposed land uses. 1988 <br />(4) Roadways shall be laid out to conform as much as possible to the topography, to discourage use 1989 <br />by through traffic, to permit efficient drainage and utility systems, and to require the minimum 1990 <br />number of roadways necessary to provide convenient and safe access to property. 1991 <br />(5) The gridiron roadway pattern need not necessarily be adhered to, and the use of curvilinear 1992 <br />roadways or U-shaped roadways shall be encouraged where such use will result in a more 1993 <br />desirable layout. 1994 <br />(6) Culs-de-sacs shall be discouraged; proposed roadways shall be extended to the boundary lines 1995 <br />of the tract to be subdivided unless prevented by topography or other physical conditions or unless 1996 <br />in the opinion of the city such extension is not necessary or desirable for the coordination of the 1997 <br />layout of the subdivision with the existing layout or the most advantageous future development 1998 <br />of adjacent tracts. 1999 <br />(7) In business and industrial developments, the roadways and other accessways shall be planned in 2000 <br />connection with the grouping of buildings, location of rail facilities, and the provisions of alleys, 2001 <br />truck loading and maneuvering areas, and walks and parking areas so as to minimize conflict of 2002 <br />movement between the various types of traffic, including pedestrian. 2003 <br />(c) Blocks. 2004 <br />(1) Blocks shall should have sufficient width to provide for two tiers of lots of appropriate depths. 2005 <br />Exceptions to this prescribed block width shall be permitted in blocks adjacent to arterial 2006 <br />roadways, railroads or waterways. 2007 <br /> (2) The lengths, widths, and shapes of blocks shall be such as are appropriate for the locality and 2008 <br />the type of development contemplated; but block lengths in residential areas shall not exceed 2009 <br />1,500 feet or 12 times the minimum lot width required in the zoning district, nor be less than 400 2010 <br />feet in length from centerline to centerline of adjacent streets. Wherever practicable, blocks along 2011 <br />arterial collector roadways shall be not less than 1,000 feet in length. 2012 <br />(3) In all blocks, the city shall require the reservation of an easement through the block to 2013 <br />accommodate utilities, drainage facilities or pedestrian traffic. Pedestrian ways or crosswalks, not 2014 <br />less than ten feet wide, may be required by the city through the center of blocks more than 800 2015 <br />feet long where deemed essential to provide circulation of access to schools, playgrounds, 2016 <br />shopping centers, transportation or other community facilities. Blocks designed for industrial uses 2017 <br />shall be of such length and width as may be determined suitable by the city for prospective use. 2018 <br />(d) Access to primary arterials. Where a subdivision borders on or contains an existing or proposed 2019 <br />arterial, the city may require that access to such roadways be limited by one of the following means: 2020 <br />(1) The subdivision of lots so as to back onto the arterials and front onto a parallel local or collector 2021 <br />roadway; no access shall be provided from the arterial, and screening shall be provided in a strip 2022 <br />of land along the rear property line of such lots. 2023 <br />(2) A series of culs-de-sacs, U-shaped streets, or short loops entered from and designed generally at 2024 <br />right angles to such a parallel street, with the rear lines of their terminal lots backing onto the 2025 <br />arterial. 2026 <br />(3) A marginal-access or service road separated from the arterial by a planting or grass strip and 2027 <br />having access to the arterial at suitable points. 2028 <br />(e) Road names and street addresses. The sketch plan as submitted shall not indicate any names upon 2029 <br />proposed streets. The city shall name all roads at the time of preliminary subdivision approval and 2030 <br />Commented [JB114]: Not how Orono has developed. <br />
