July 20, 2020 page 43 <br />period of the year when seed cannot be sown, the property owner and/or developer shall submit an 1855 <br />agreement in writing to assure that respreading of soil and seeding of lawn will be done during the 1856 <br />immediate following planting season, and shall leave a security in a form acceptable to the city for 1857 <br />performance in such an amount as shall be determined by the city. The developer may choose to 1858 <br />include final lot grading and required lawn grass seeding improvements in a subdivider's 1859 <br />agreementdevelopment contract and shall leave a security in a form acceptable to the city for 1860 <br />performance in such an amount as shall be determined by the city. Sod may be used to comply with 1861 <br />any requirements of seeding set forth in this section. 1862 <br />(c) Lot drainage. Lots shall be graded so as to provide positive drainage away from all buildings, and 1863 <br />individual lot drainage shall be coordinated with the general storm drainage pattern for the area. 1864 <br />Drainage shall be designed so as to avoid concentration of storm drainage water from each lot to 1865 <br />adjacent lots. 1866 <br />Sec. 82-258. - Debris and waste. 1867 <br />No cut trees, timber, debris, earth, rocks, stones, soil, junk, rubbish or other waste materials of any 1868 <br />kind shall be buried in any land, or left or deposited on any lot or street at the time of the issuance of a 1869 <br />certificate of occupancy on a subdivision, nor shall any be left or deposited in any area of the subdivision 1870 <br />at the time of expiration of the performance bondsecurity or dedication of public improvements, 1871 <br />whichever is sooner. 1872 <br />Sec. 82-259. - Water bodies and watercourses. 1873 <br />If a tract being subdivided contains a body of water, marsh, wetlands, etc., or a portion of such areas, 1874 <br />lot lines shall be so drawn as to distribute the entire ownership of those areas among the fee owners of 1875 <br />adjacent lots. The council may approve an alternative plan whereby the ownership of and responsibility 1876 <br />for safe maintenance of those areas is so placed that it will not become the city's responsibility. Where a 1877 <br />watercourse separates the buildable area of a lot from the street by which it has access, provisions shall be 1878 <br />made for installation of a culvert or other structure, of a design approved by the city. 1879 <br />Secs. 82-260—82-280. - Reserved. 1880 <br /> 1881 <br />DIVISION 3. - ROADS AND PUBLIC WAYS 1882 <br /> 1883 <br />Sec. 82-281. - Design standards. 1884 <br />(a) Generally. In order to provide for roads of suitable location, width and improvement to accommodate 1885 <br />prospective traffic and afford satisfactory access to police, firefighting, snow removal, sanitation and 1886 <br />road maintenance equipment, and to coordinate roads so as to compose a convenient system and avoid 1887 <br />undue hardships to adjoining properties, the following design standards for roads are required: 1888 <br />(1) Road surfacing and improvements. After the sewer and water utilities have been installed by the 1889 <br />subdivider, the subdivider shall construct all road pavement, shoulders, drainage improvements 1890 <br />and structures, curbs, culs-de-sac, and sidewalks in conformance with all construction standards 1891 <br />and specifications adopted by the city and shall be incorporated into the constructi on plans 1892 <br />required to be submitted to the subdivider for final subdivision approval. 1893 <br />(2) Rights-of-way. Rights-of-way shall be in accordance with the following performance standard: 1894 <br />a.
