July 20, 2020 page 3 <br />Land use plan is a chapter of the Community Management Plan and means a combination of policy 84 <br />statements, goals, standards, maps and action programs for guiding the future development of private and 85 <br />public property. The term includes a plan designating types of uses for the entire city as well as a 86 <br />specialized plan showing specific areas or specific types of land uses, such as residential, commercial, 87 <br />industrial, public or semipublic uses or any combination of such uses. A land use plan may also include 88 <br />the proposed densities for development. 89 <br />State Law reference— Similar provisions, Minn. Stat. § 462.352, subd. 6. 90 <br />Lot means a tract, plot or portion of a subdivision or other parcel of land intended as a unit for the 91 <br />purpose, whether immediate or future, of transfer of ownership or for building development. Every 92 <br />platted lot shall be a Bbuildable Llot or an outlot. 93 <br />Lot area means the area of a lot in a horizontal plane bounded by the lot lines, but not including 94 <br />any area occupied by the waters of a duly recorded lake or river or wetland or area which has been 95 <br />dedicated as public right -of-way. 96 <br />Lot area, minimum, means minimum area required for each proposed lot as prescribed in chapter 78. 97 <br />In rural zones not served by sanitary sewer, each lot must contain a minimum of two acres of contiguous 98 <br />dry buildable land exclusive of wetlands, public and private rights-of-way, vehicular or pedestrian 99 <br />easements, surface areas below the ordinary high water mark of any surface water or areas at or below the 100 <br />floodplain elevation for a specific property. All rural lots must comply with chapter 58, article II. In urban 101 <br />areas served by sanitary sewer, each lot must contain contiguous dry buildable land equal to the minimum 102 <br />areas as prescribed in chapter 78 or half-acre, whichever is less (exclusive of public and private rights-of-103 <br />way, vehicular or pedestrian easements, surface areas below the ordinary high water mark of any surface 104 <br />water wetlands or areas at or below the floodplain elevation for a specific property), and have legal access 105 <br />to the building site without encroachment of a wetland or floodplain area. 106 <br />Lot, back, means a lot typically separated from a public or private road by another lot and which 107 <br />gains access to the public or private road via a narrow corridor. Such a separated lot is considered to be a 108 <br />back lot when the corridor is platted as an outlot. A separated lot is considered to be a flag lot when the 109 <br />corridor is platted as part of the lot. When the corridor is merely an easement over another lot, the 110 <br />separated lot is considered to be an easement back lot. 111 <br />Lot, buildable, means a lot or combination of lots or outlots which meet all of the requirements of 112 <br />chapter 78 and this chapter for the intended purpose. 113 <br />Lot, corner, means a lot situated at the junction of, and abutting on, two or more intersecting 114 <br />streets, or a lot at the point of deflection in alignment of a continuous street, the interior angle of which 115 <br />does not exceed 135 degrees a lot situated at the intersection of two streets, the interior angle of such 116 <br />intersection not exceeding 135 degrees. 117 <br />Lot, front, means a lot abutting a public or private road across which an outlot has been platted for 118 <br />access to a back lot. 119 <br />Lot, outlot, means a lot depicted on a final plat which intended for open space preservation, access, 120 <br />future development or other use. which is intended only for public or private roadways, open space or 121 <br />other use, which use must be restricted by the appropriate easement and which use must be approved by 122 <br />the city at the time of final plat approval.
