The subject property was subdivided in 2016, when the subject parcel and three <br />lots with Tanager Lake frontage with access off of an extension of Heritage Lane were created. <br /> <br />Proposal <br />This application subdivides the 20.14 acres into 7 buildable lots and 5 outlots. All buildable lots <br />will be served by municipal sewer and individual wells. The property currently includes one <br />principal structure and several accessory buildings, including a guest house, a well house, and a <br />guard house. It is understood that these structures will be removed. <br /> <br />The parcel has frontage on both Tanager Lake (to the north) and Smith Bay (to the south, across <br />Shoreline Drive). The site includes a large wetland on the south third of the lot, and a smaller <br />wetland on the north side of the lot. The northern third of the lot, in addition to the wetland, <br />includes steep slopes and well established vegetation. The middle third of the lot is dominated by <br />grass lawn with sporadic trees. <br /> <br />The project includes the extension of a private road that terminates in a cul de sac. The cul de sac <br />bulb and the right of way appear to conform to city standards, though the length of the cul de sac <br />exceeds the code limit of 1,000 feet. Access to the site is proposed via Shoreline Drive, in the <br />location of the existing driveway. The presence of the large wetland limits alternative locations <br />for a road. Hennepin County is suggesting turn lanes off of Shoreline. <br /> <br />The property is in the Municipal Urban Service Area (MUSA) and eligible to be connected to <br />sanitary sewer. The developer proposes serving all lots with municipal sanitary sewer via an <br />extension of the main off of Heritage Lane. <br /> <br />Analysis <br /> <br />Lot area and width. The lots appear to meet the minimum standards for lot area and width: <br /> <br />Application Summary: The applicant requests approval of a preliminary plat for a 7 lot single <br />family residential development on the 20.14 acre property at 1700 Shoreline Drive. <br />Staff Recommendation: Staff recommends approval, subject to the conditions outlined below.
