At that time, the <br />proposal was for 4 single family lots, with all lots being served by on-site septic systems. <br /> <br />On June 8th the applicant approached the Council inquiring as to the possibility of expanding the <br />MUSA to serve the property because of the difficulty of finding suitable septic sites for the lots. <br />The City Council conceptually supported the idea, but noted that formal review is necessary. <br /> <br />Because of the proposed change in the number of lots and sewerage, staff felt is appropriate to <br />hold a second public hearing on the plat. The Comprehensive Plan Amendment requires a public <br />hearing. <br /> <br />Prior to the May 2020 review, this project was reviewed as a sketch plan (LA19-000102) <br />reviewed by the City Council on March 9, 2020. That sketch plan proposed 5 buildable lots on <br />the property. The preliminary plat proposal is generally consistent with the sketch plan. The <br />preliminary plat is shown on Exhibit B. Development plans are provided as Exhibit C. <br /> <br />The project is part of a transfer of ownership between the YMCA and Gordon James <br />Construction. County records now show Onyx Performance Investment, LLC as the owner. <br /> <br />Statute mandated review period analysis. The Preliminary plat application was received on <br />April 22, 2020, and deemed complete on August 7, 2020. The 120 period for review expires on <br />December 5, 2020. The Comprehensive Plan Amendment application was received on July 23, <br />2020 and deemed complete then. The 60 day review period expires on September 21, 2020. <br /> <br />Proposal - Plat <br />The applicant proposes the subdivision of the 39.4 acre parcel into 5 buildable sites and a new <br />private road. Plat improvements will include the road and associated grading, sanitary sewer and <br />Application Summary: The applicant is requesting preliminary plat approval to subdivide the <br />39.4 acre parcel into 5 buildable lots. The applicant is also requesting Comprehensive Plan <br />Amendment approval to expand the Municipal Urban Service Area (MUSA) to the subdivision <br />to allow sewer service to all lots. <br />Staff Recommendation: Planning Department Staff recommends approval, subject to <br />conditions including engineering and planning comments.
