The creation of reserve strips shall not be permitted adjacent to a proposed street in 1489 <br />such a manner as to deny access from adjacent property to such street. 1490 <br />(h) Construction of roads and dead-end roads. 1491 <br />(1) Construction of roads. The arrangement of streets shall provide for the continuation of streets 1492 <br />between adjacent properties when such continuation is necessary for access, convenient 1493 <br />movement of traffic, effective fire protection, for efficient provision of utilities, and where such 1494 <br />continuation is in accordance with the city Community Management Plan. If the adjacent property 1495 <br />is undeveloped and the street must be a dead-end street temporarily, the right-of-way shall be 1496 <br />extended to the property line and a temporary cul de sac provided. The city may limit the length 1497 <br />of temporary dead-end streets in accordance with this chapter. 1498 <br />(2) Dead-end roads (permanent). Where a road does not extend to the boundary of the subdivision 1499 <br />and its continuation is not required by the city for access to adjoining property, its terminus shall 1500 <br />not be nearer to such boundary than 50 feet. However, the city may require the reservation of an 1501 <br />appropriate easement to accommodate drainage facilities, pedestrian traffic or utilities. A cul-de-1502 <br />sac shall be provided at the end of a permanent dead-end street in accordance with the city's 1503 <br />construction standards and specifications. 1504 <br />Sec. 82-284. - Road dedication and reservations. 1505 <br />(a) New perimeter streets. Street systems in new subdivisions shall be laid out so as to eliminate or avoid 1506 <br />new perimeter half-streets. Where an existing half-street is adjacent to a new subdivision, the other 1507 <br />half of the street shall be improved and dedicated by the subdivider. The city may authorize a new 1508 <br />perimeter street where the subdivider improves and dedicates the entire required street right-of-way 1509 <br />width within his own subdivision boundaries. 1510 <br />(b) Widening and realignment of existing roads. Where a subdivision borders an existing narrow road or 1511 <br />when the Community Management Plan or some other agency indicates plans for realignment or 1512 <br />widening a road that would require use of some of the land in the subdivision, the subdivider shall be 1513 <br />required to improve and dedicate at their expense such areas for widening or realignment of such roads. 1514 <br />Such frontage roads and streets shall be improved and dedicated by the subdivider at their own expense 1515 <br />to the full width as required by this chapter. 1516 <br />(c) Use of reserved land. Land reserved for any road purposes may not be counted in satisfying yard or 1517 <br />area requirements of chapter 78, whether the land is to be dedicated to the city in fee simple or an 1518 <br />easement is granted to the city. 1519 <br />Sec. 82-285. - Pedestrian access. 1520 <br />The council may require sidewalks or other pedestrian trails in order to facilitate pedestrian access 1521 <br />from the roads to schools, parks, playgrounds or other nearby roads.
