To consider a sketch plan proposal for a 3 lot single family residential subdivision. <br /> <br />2. Background. The 26.12 acre parcel is located in the LR-1A zoning district (2 acre minimum), and <br />currently contains one house on the south side of the property. A segment of Long Lake Creek runs <br />through the parcel, connecting an existing pond on the NW side to the Long Lake to the south. The <br />proposal would divide the parcel into 3 lots and include a new private road and cul-de-sac. There is <br />currently a shared driveway which serves the existing home and 2 other parcels. <br /> <br />Roads: The plan proposes a new private road to serve the proposed new lots, terminating in a cul de <br />sac. A shared driveway off of the cul de sac is proposed to serve three lots: Lot 2, and the existing <br />1305 and 1405 6th Avenue N. The City Code only allows 2 homes to share 1 driveway. This <br />subdivision does not create or improve this non-conforming situation. <br /> <br />The council should discuss their support to allow the existing 3 properties to continue to share a <br />driveway off a new cul-de-sac. The alternative would be to extend the road to the south, across Long <br />Lake creek. <br /> <br />Utilities: The property is in the Metropolitan Urban Service Area (MUSA); however, sanitary sewer service <br />is not ‘available’. The applicant proposes establishing septic systems for each lot, shown on the sketch <br />plan. Water will be furnished by individual wells. The Planning Commission discussed sanitary sewer <br />service and encouraged the applicant explore alternatives to onsite septic systems. <br /> <br />Natural Environment. City Code requires conservation design for projects either greater than 5 acres, or at <br />densities greater than one unit per 2 acres. Since this parcel is greater than 5 acres, a Conservation design <br />plan will be required, unless waived by the City Council. <br /> <br />The council should discuss support a waiver of the conservation design requirement in lieu of identifying <br />substantial trees (greater than 6’ DBH). <br /> <br />3. Planning Commission Vote and Comment. The Planning Commission reviewed the proposed sketch <br />plan at the February 18, 2020 Meeting. The Commission advised the applicant to explore connecting to a <br />low pressure sewer system per the City Engineer’s comments. The Commission supported the project with <br />the current design of the cul-de-sac driveway configuration and conservation design waiver. <br /> <br />4. Public Comment No public comment was received. During the meeting, the applicant indicated that <br />the project may not go through, and that a portion of the property may be sold to a neighbor. If a new lot <br />is created, a subdivision will be required. It is not uncommon for a subdivision proposal to change <br />between the sketch and the preliminary plat stage. <br /> <br />5. Staff Recommendation.
