Purpose: To amend Section 14.110 of the Orono City Code to allow for monthly utility <br />billing to begin with the July 2020 utility bills. <br /> <br />2. Background: During the 2020 utility rate discussions during the fall of 2019, The City <br />Council directed staff to implement a monthly utility billing schedule. Due to the recent City <br />staffing reorganization, this change has been postponed until the third quarter 2020 billing. <br /> <br />The changes are as follows: <br /> Section 14-110 a. The billing period is changed from quarterly to monthly with the <br />delinquent period changing from 30 days to 21days. The change in the delinquency period <br />means that the due date of bills will change from the 10th of the month following the bill date to <br />the 25th of the billing month. <br /> <br /> Section 14-110 b. – A minor grammatical change is being made to the pronoun referring to <br />the owner as him. The delinquency period for the annual certification process is being changed <br />to 30 days from 45. <br /> <br />3. Staff Recommendation: Staff recommends approving the ordinance changes to section 14- <br />110. <br /> <br />COUNCIL ACTION REQUESTED <br />Motion to approve the ordinance amending city code section 14-110 to allow for monthly billing. <br /> <br /> <br />Exhibits <br />A.
