CITY OF ORONO MEMORANDUM <br /> <br />DATE: May 20, 2020 <br />TO: Adam Edwards, City Engineer <br />FROM: Jeremy Barnhart, AICP, Community Development Director <br />RE: Woodhill CUP history <br /> <br />In response to your request for additional background regarding Woodhill Country Club and its use of <br />the public Woodhill Road, there is a fairly thick file regarding this issue from 1998 and 1999. The City <br />Council approved the Conditional Use Permit allowing access onto Woodhill Road, with conditions, via <br />Resolution 4305 in June, 1999. <br />In spring of 1998, the Club opened access to Woodhill Road, in an effort to improve a secondary access <br />due to safety concerns onto County Rd 15. When the City refused to allow this access without a CUP, <br />the Club sued. The next year (1999), the club applied for a CUP as part of a settlement proposal. <br />The Staff report to the City Council, dated May 5th, 1999 summarizes the issue and history well, and <br />includes comments from the neighbors and a petition. Four of the neighboring property owners wrote <br />letters against the CUP proposal and 34 signed a petition opposing the entrance. One of the letter <br />writers remains, the others appear to have moved. The main issues of the residents that spoke in opposition to the CUP appear to be: <br />o Increased traffic making it difficult to exit their properties <br />o Increased traffic impacting safety <br />o Alcohol consumption in the barn (within the golf course) <br />o Commercial and business traffic on a residential street <br />o Safety and equity concerns <br />o Liquor traffic, the club should choose between selling liquor or using a residential street
