Date Application Received: March 18, 2020 <br />Date Application Considered as Complete: March 30, 2020 <br />60-Day Review Period Expires: May 29, 2020 <br /> <br /> <br />To: Mayor Walsh and Councilmembers <br /> <br />From: Laura Oakden, Planner <br /> <br />Date: April 27, 2020 <br /> <br />Subject: #LA20-000023, Kelley Parrow o/b/o Weis Builders, 2635 Kelley Parkway, RPUD <br />Amendment, Public Hearing <br /> <br /> <br />Background <br />On August 27, 2018, the City Council adopted Resolution 6894 approving the Master <br />Development Plan, RPUD Final Plat, and CUP for a 72-unit senior assisted-living building at 2635 <br />Kelley Parkway. <br /> <br />The RPUD for the Stonebay Senior Living did not include any signage within approval language. <br />When a RPUD is silent on a topic the guidelines of the underlying zoning district are applied. <br />The underlying sign district permits a single sign to be 6 sq.ft in size. The applicant is requesting <br />a RPUD amendment to include signage which would allow for a monument and wall sign which <br />is standard for a larger complex. <br /> <br />Similar to the neighboring apartment complex approved 4.13.2020. Staff have included below <br />the proposed language for allowable signs: <br /> <br />1. Signage shall be limited to the following: <br />a. A maximum of one monument sign 5 feet high, 20 square feet of text, 55 square <br />feet in total area. <br />b. Two building wall signs, a maximum of 50 square feet each, a maximum of one <br />sign to be located on the north and south wall of the structure. <br />c. Changeable copy of any type is not permitted <br />d. Only external lighting with downcast lights directed onto the sign shall be <br />permitted. Internal backwashed lights are permitted. <br /> <br />For comparison, non-residential uses in residential zoning districts are permitted 20 sq ft of wall <br />signage, and 32 sq ft of free standing signage, in a structure 8 feet high. The apartment <br />building next door was permitted 50 sq ft of wall signage. <br /> <br />Public Comments <br />Neighborhood comments were received and included in your packets. Most of the comments has <br />questions regarding the lighting of the signs. <br /> <br />Issues for Consideration <br />1. Does the Council find that that the proposed sign language is reasonable? <br />2. Are there any other issues or concerns with this application? <br />Application Summary: The applicant is requesting an RPUD amendment to allow for signage <br />to the Stonebay senior assisted-living complex. <br />Staff Recommendation: Planning Department Staff recommends approval.
