Draft PC Minutes 05/18/15 <br /> <br />In response to a recent application for a nail salon in the B-1 District of Navarre, staff initiated an <br />amendment to the zoning code to include a definition for Beauty Shops and Barber Shops. Because the <br />definition of the types of services provided by beauty and barber shops has likely expanded since the <br />creation of allowed uses in the commercial districts, staff felt it would be appropriate to better define <br />the parameters of the use. Staff is not proposing an amendment to the permitted uses within the <br />individual commercial districts; rather Council may consider a simple amendment to add a definition <br />under the currently used term Barber Shops and Beauty Shops (which are permitted uses within the B-1, <br />B-3, and B-5 districts). <br />Staff provided some options to the Planning Commission for consideration. The Commission felt City of <br />Plymouth’s definition would be a good fit. They voted 5 to 0 on a motion in favor of recommending the <br />Council consider adding a definition of Barber Shops and Beauty Shops modeled after the Plymouth <br />definition of Beauty Salon/Day Spa. Further, the Commission asked staff to contact the Plymouth staff <br />to inquire about how tattoo parlors are addressed and whether they had encountered any unforeseen <br />issues with their definition as published. Staff discussed the Commission’s questions with Plymouth’s <br />planning staff and was told that they have not had any negative situations with their current language. <br />Additionally, tattooing and piercing are defined as Body Art and are permitted only in one commercial <br />district within Body Art Establishments. <br /> <br />Staff Recommendation <br />The Council should review and discuss the proposed definition as well as the ordinance as drafted. <br />Planning staff recommends approval of the draft ordinance. <br /> <br />COUNCIL ACTION REQUESTED <br />The Council should consider adopting or amending the draft ordinance. <br />Item #06 - CC Agenda - 06/08/2015 <br />File #15-3732 [Total Pages 13]
