Draft Minutes 04/27/15 <br />Staff presented a draft ordinance amending Chapter 86 at the April 27th meeting for discussion. The <br />Council had some clarifying questions, discussed the draft language and suggested some changes. In <br />response, Staff has prepared a revised draft ordinance for review which accomplishes the following: <br />1.The housekeeping change adds sign permits and removes water well permits; <br />2.Establishes a requirement for a separate zoning permit for land alteration and/or hardcover <br />installation to be issued to the individual conducting the land alteration/hardcover installation <br />with the building permit at the time of building permit issuance; <br />3.Allows for a site plan prepared by a licensed professional to be submitted in the place of an <br />updated survey for building and grading permits; and <br />4.Provides for an exemption for projects of smaller magnitude which meet certain defined <br />minimum criteria. <br />Staff has suggested the criteria in #4 above as a response to the Council’s direction. This language <br />allows the City Engineer to exempt the site plan or survey requirement prepared by a licensed <br />professional if there is an existing survey on file, if project is small (200 square feet maximum) and if the <br />project location exceeds the minimum setback requirement. This exemption would be available to <br />properties which are outside the Shoreland Overlay and Stormwater Quality Districts and which exceed <br />2 acres in area so that hardcover and structural coverage limitations would not be a factor. <br />Staff Recommendation <br />The Council should review and discuss the proposed amendments.
