MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, April 13, 2015 <br />7:00 o’clock p.m. <br />__________________________________________________________________________________ <br /> <br />Page 13 of 40 <br /> <br />(7. #14-3686 JOHN BESSESEN AND TOM WASMOEN ON BEHALF OF DAVID <br />DELANEY, 2500 KELLEY AVENUE continued) <br /> <br />If Council determines that the rezoning should be allowed, Staff would suggest the following conditions <br />specific to this site be incorporated into any final development plan approvals: <br /> <br />1. The landscape plan must provide a substantial coniferous planting plan along the southwesterly <br />side of the new twinhome structures. <br /> <br />2. The twinhome structures shall be located no closer than 40 feet to the northeast property line and <br /> the private drive shall be located no closer than 20 feet to the northeast property line to allow for <br /> a buffer between the twinhomes and future commercial/mixed use development on the adjacent <br /> Shadywood property. <br /> <br />3. The final development plan should preserve to the greatest extent possible all existing mature <br /> trees and underbrush on the property and maintain all undisturbed land not approved for site <br /> grading and improvements in its natural state. <br /> <br />4. The development shall be prohibited from any type of subdivision entry way signage on Kelly <br /> Avenue except for an approved private street name sign. <br /> <br />5. The dead end turn-a-rounds design at the end of the private street shall be subject to final design <br /> approval of the fire chief. <br /> <br />6. If a reduced private street improvement width is proposed and approved for less than the standard <br /> 28 feet minimum, and which includes available off-street bump out visitor parking areas, then on- <br /> street parallel parking shall be installed and maintained by the homeowner association if needed <br /> to assure full access to all dwellings by emergency personnel. <br /> <br />7. All pertinent requirements of the Orono Subdivision Code and RPUD District standards shall be <br /> adhered to during the development review and approval process. Particular attention shall be <br /> paid to stormwater management within the development site to ensure the development does not <br /> have negative impacts downstream. <br /> <br />Gaffron stated the Council has the option of either making a motion to conceptually approve rezoning to <br />RPUD subject to successful completion of the RPUD review and approval process, making a motion to <br />direct Staff to draft a resolution for denial of the rezoning to RPUD, or making a motion to table the <br />application. <br /> <br />Tom Wasmoen, Applicant, stated they have been working to develop a proper development for this site <br />and that they have listened to concerns that have been voiced. Wasmoen stated in his view Mr. <br />Gaffron has done some of the labor on addressing a few of the issues tonight, but that he would like to <br />make sure that everyone has a chance to walk through what they are thinking of for this site. <br />Wasmoen stated Navarre is a beautiful small town that is nestled between several lakes and that they love <br />the beauty of the area along with its natural components. Wasmoen indicated he is not here tonight to <br />argue the fact that the neighbors love their community, but that they are here to help their client take some <br />advantage of that. <br />City Council Meeting April 27, 2015 Page 15 of 257
