This is an action for declaratory relief pursuant to Minn. Stat. §555.01 et seq in <br /> which the City seeks a declaration that Pagonis is in violation of City Ordinances prohibiting a <br /> commercial use of property in a residential district. Upon information and belief, Pagonis has <br /> rented dock space and slips to at least eight other individual boat owners at her personal <br /> residence located in a residential district. <br /> THE PARTIES <br /> 2. The City of Orono is a municipal corporation organized pursuant to the laws of <br /> Minnesota, with its principal place of business at 2750 Kelley Parkway, Orono, Minnesota <br /> 55356. <br /> 3.
