°moo <br /> Hardcover Information <br /> Planning & Zoning Department 952-249-4620 <br /> www.ci.orono.mn.us <br /> l'�kEsHO�`` <br /> The hardcover allowance for an individual property is identified on Orono's Stormwater Quality Overlay (SQO) <br /> District map on page 5. Each property within the SQO District has been assigned to one of five 'Tiers' within <br /> which a defined percentage of the entire property is allowed to be hardcovered. The percentage of hardcover <br /> allowed within each Tier is shown in the following table: <br /> Assigned Tier Allowed Hardcover Percentage <br /> Tier 1 25% of gross lot area <br /> Tier 2 30% of gross lot area <br /> Tier 3 35% of gross lot area <br /> Tier 4 (properties zoned RPUD) 50% of gross lot area <br /> Tier 5 (properties zoned Industrial) 85% of gross lot area <br /> HARDCOVER IS DEFINED AS FOLLOWS: <br /> Hardcover means a hard surface that prevents or retards entry of water into the soil and causes water to <br /> run off the surface in greater quantities and at an increased rate of flow than prior to development. <br /> Hardcover shall include but not be limited to the following: all building footprints, driveways, sidewalks, <br /> stepping stones, retaining walls, patios, courts (sport, tennis, etc), decks, pools, areas used for the <br /> extended outdoor storage of vehicles or equipment, and all other similar features or surfaces as determined <br /> by the City Engineer or City Planner. <br /> HARDCOVER INCLUDES: <br /> • Roofs • Porous or pervious pavement <br /> • Sidewalks, steps, and patios • Tennis or Sport Courts <br /> • Decks, including decks on play • Building Footprints <br /> equipment(even if there are gaps • Any other vehicle, material, <br /> between the boards) equipment, or structure that <br /> • Driveways, regardless of surface prevents absorption of rainfall and is <br /> material maintained in the same location <br /> • Tops of retaining walls, including long enough that no vegetation <br /> boulder walls, and isolated boulders grows under it. <br /> • Swimming Pools <br /> SURVEYS AND HARDCOVER CALCULATIONS <br /> When a permit is requested for expansion or construction of a structure or hardcover an updated survey and <br /> hardcover calculation worksheet will be required to demonstrate compliance with hardcover regulations. <br /> VARIANCES <br /> Variances to hardcover standards may be subject to mitigation measures deemed appropriate by the City <br /> Council to offset the impacts generated by the proposed additional hardcover. <br /> This is an information packet regarding Hardcover.
