BUILDING PERMIT APPLICATION SUBMISSION REQUIREMENTS (continued) <br /> E. PLAN REVIEW FEE <br /> An estimated plan review fee is due at the time of application. This non-refundable fee will be credited <br /> toward the building permit fees. This fee is based on the estimated job cost. The 2013 Building Permit <br /> Fees can be found on the City's website (www.ci.orono.mn.us) or call 952-249-4600 and request an <br /> estimate of the plan review fees. <br /> F. HARDCOVER INFORMATION AND HARDCOVER CALCULATION WORKSHEET <br /> Hardcover calculations are required for properties identified as Tier 1 through Tier 5 on the Stormwater <br /> Quality Overlay District map or within 1,000 feet of a lake or 300 feet of a creek. See Hardcover <br /> Information starting on page 7. <br /> G. SEPTIC SYSTEMS - <br /> Septic system site evaluation report for proposed new residences within unsewered, rural areas is <br /> required. <br /> New On-site Installation or Addition Required <br /> • For all new construction outside districts served by municipal sewer. <br /> • Any time the existing system is classified non-conforming or when the addition of bedrooms, <br /> installation of mechanical or plumbing equipment, or other factors are likely to affect the system. <br /> Procedure for On-site Installation or Repair <br /> • A State Licensed Designer must perform soil testing and the system design. <br /> • Submit design to City for approval. <br /> • Distribute report to contractors for bidding. <br /> • A list of State licensed contractors can be found at www.pca.state.mn.us and selecting -Water Water <br /> Types and Programs- Wastewater-+ Minnesota Subsurface Sewage Treatment Systems (SSTS)or at <br /> httpi/www.pca.state.nm .us/index.php/water/water-types-and-programs/wastewater/subsurface-sewage- <br /> treatment-system-ssts/minnesotas-subsurface-sewaqe-treatment-systems-program-ssts.html <br /> • Contractor obtains permit before work begins <br /> General Information <br /> When planning new home construction or additions to an existing home, both primary and future <br /> drainfield sites must be preserved for the long term use of the property. All setbacks and property lines <br /> must be verified prior to the issuance of a septic system permit. <br /> Once drainfield sites have been verified, snow fencing must be placed, surrounding the sites, to prevent <br /> them from damage. Vehicular traffic, such as cars, trucks, earth moving equipment, etc. could compact <br /> drainfield sites, rendering them unusable, prohibiting the timely completion of the project and/or limit the <br /> long term use of the property. Snow fencing must be in place prior to the issuance of a building permit. <br /> H. ACCESS PERMIT <br /> All applications for structures which require a new driveway access or involve a change in use of an <br /> existing access to a County highway, must be accompanied by an access permit issued by the Hennepin <br /> County Highway Department. <br /> I. WETLAND DELINEATION,WETLAND BUFFER EVALUATION AND BUFFER IMPROVEMENT PLAN <br /> A Minnehaha Creek Watershed District(MCWD) approved wetland delineation is required to be submitted <br /> if there is a wetland on the property. The approved wetland delineation must be shown on the survey <br /> along with the appropriate buffer width and 20' setback from the buffer.
