� 2 <br /> + MINUTES oF THE COUNCIL MEETING <br /> ORONO CITY COUNCTL MEETING <br /> i Monday, February 27, 2006 ���.;;� � 3 2�06 <br /> 7:00 o'clock p.m. <br /> CITY OF ORONO <br /> ROLL <br /> The Council met on the aUove mentioned date with the following memUei-s present:; Mayor <br /> Barbara Peterson; Council members Bob Sansevere,Jim Mtuphy, Lili McMillan, and Jim White; <br /> City Attorney Matthew Brokl; Representing staff were,City Administrator Ron Moorse, Planning <br /> Director Mike Gaffi-on,Engineer Tom ICellogg, and Recorder Kristi Anderson. <br /> Mayor Peterson called the meeting to order a�7:00 P.M, followed by the Pledge of!-lllegiance. <br /> CONSENT AGENDA <br /> 1. Approve/Amencl <br /> Items 4, 6, 8, 11, 12,and 5 were added to the Consent Agenda. Item 12A,Presentation by Greg <br /> Nystad of the IIill School,was added to the agenda. <br /> Wliite moved, Sansevere seconded,to approve the Consent Agencla as amended. Vote: Ayes <br /> 5,Nays 0. <br /> APPI20VAL OF P'I[NUTES <br /> *2. REGULAR COUNCIL MEETIIVG OF FEBRUARY 13,2006 <br /> White moved, Sansevere seconded,to approve tlie Minutes of February 13, 2006, as <br /> subinitted. VOTE: Ayes S 1Vays 0. <br /> PUBLIC HEARING <br /> Mayor Peterson opened the Public Hearing at 7:04 p.m. with the Affidavit of Publication in hand. <br /> 3. JAMESTOVVN ROAD SAIVITARY SEWER PRO.TECT <br /> A. ORDER PREPARATION OF PLANS AND SPECIFICATIONS <br /> Engineer Kellogg explained that a feasiUility study had been completed to consh-uct a pressure <br /> scwer systein which�vould discharge into tl�e manhole at Old Crystal Bay Road iiito its�ravity <br /> system with an estimated project cost of$126,000,res�ilting in a pi-oposed assessment of$9,700 <br /> per unit for 13 units aloilb Jamestown Road. The cost of wl�ich could be assesscd over a 15 year <br /> pei-iod, at a 6.25% annual interest rate. He pointed out tl�at the estimated$9,700 did not include the <br /> individual installation and house hoolc-ups which would run approximately an additional $10,000. <br /> Though conforming units would not be forced to hook up now, he explained that the costs to <br /> connect later,Met Council SAC costs, the quarterly sewer fees, and assessment would be applied <br /> later. <br /> Kellogg continued stating that 9-10 residents had participated in neighborhood meetings where <br /> they h�d expressed interest in proceeding with the project. IIe indicated that this public hearing was <br /> Ueing conducted Lo obtain resident input on the project, if favorable,the next step in the process <br /> PAG� 1 of 9 <br />
