, <br /> It would appear to us that the more conservative approach would be to retain the <br /> current proposed language. If the City finds that sporadic retail sales in the <br /> industrial district becomes a problem, the City will have the option of <br /> enforcement, or crafting an ordinance specific to the issues that are raised in that <br /> case. <br /> • Signage Facing South. A concern was raised related to the potential for <br /> problems related to the visibility of signage to the residential areas south of the <br /> new Highway 12/394 corridor. The discussion noted that businesses in the <br /> industrial district may wish to create exposure to the highway traffic that would be <br /> objectionable to the residential neighborhood. There are a few options in this <br /> regard. One would be to prohibit freestanding signs visible to the highway traffic. <br /> A second option would be to prohibit lighted signs with south-facing exposure. A <br /> third option would be to limit the overall height of any sign. Finally, the City could <br /> also limit the size (or even prohibit) all signage within a certain distance of the <br /> highway. <br /> We would recommend that some limited, but unlighted, signage be allowed. It is <br /> conceivable that some buildings will have business entrances on the south side, <br /> adjacent to the highway. Some business identification would be important for <br /> such a building. We would suggest that the ordinance allow for a small (e.g. 10 <br /> square feet) sign for each business entrance along the south-facing wall, with a <br /> prohibition on internal lighting. This type of signage would only be effective for <br /> on-site traffic, and should not raise significant issues for the residential area. <br /> Finally, one clarification is suggested to the language regulating wall signs. In Section <br /> 78-832, the current proposed language limits signage to 5 percent of the building farade <br /> facing the public right of way. An additional clause would be added to specify that <br /> signage allowances for multiple-frontage buildings would not be cumulative, that is, the <br /> 5 percent allowance applies only to the side facing the street, and may not be <br /> transferred to another wall. <br /> 2 <br />
