Also,a"newly constructed space"will be one in which <br /> 75%(not 50%)olthe surface area ofwalls/ceilirlg/floor are new constniction;i.e. <br /> the consensus was that a room must have 3/4 of its surfaces new to be considered <br /> as `newly constructed'. <br /> M�rch 22, 2002 Staff inemo-"When Does a Remodel Become a ReUuild?"-staff offered the <br /> following concepts for discussion, and attached a draft code amendment to <br /> create a new section entitled "Residential Remodeling Total Replacement <br /> Standards"incorporating these concepts. <br /> 1. A"total rebuild sir lation"requu es that all zonin�standards for building <br /> location must be met, by the ne�v construction aiid by any e.cisting <br /> portions of building that are to remain. <br /> 2. Removal of entire e�isting superstnichu�e and foundation is(oUviously) <br /> considered as a"total rebuild situation". <br /> 3. `Superstn�cture removal / rebuilding on the existing foundation' is <br /> considered as a"total rebuild situation". <br /> 4. A remodel involving additions or reconstruction of existing spaces will <br /> be considered as a"total rebuild situation"when the voluine ofnewly <br /> consttlicted or reconstn�cted spaces will exceed 75% of the total <br /> volume of the completed building. A"newly constructed space"is a <br /> space in which more than 50% of tl�.e surface area of walls, floor and <br /> ceiling are new construction. Attic an�iasement spaces must also be <br /> included in tliis calculation. The poi-tions of existing structure that <br /> encroach a required setback must be renZoved. <br /> May, 2002 Plamiing Commission revie�ved the draft ordinance and suggested that a <br /> `remodel' should be considered as a`total rebuild' when the voli.u�ae of nervly <br /> corastructed or reconstr�uct,ed spaces exceeds 50% (not 55% or 75% as in <br /> prior versions) of the completed building. <br />
