MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> Monday,February 13, 2006 <br /> 7:00 o'clock p.m. <br /> (#06-3171 John and Joan Brooks, Continued) <br /> Murphy commented he personally would prefer to maintain some of the older boathouses around the lake. <br /> Murphy inquired what the anticipated use of the combined deck and structure would be. <br /> Brooks stated they envision using the deck to grill out on and that there would probably be some food <br /> located in the refrigerator. Brooks commented this area would be a nice place to gather and that the <br /> improvements would help make it more useable. <br /> Murphy inquired whether the drawing depicting the structure is what would actually be constructed. <br /> Albertsson indicated that is the plan they intend to use. Albertsson noted there would not be a stove <br /> located in the structure but inerely a sink and a refrigerator and that in her view this structure should be <br /> classified as a boathouse. Albertsson stated they would like to make the structure more attractive and <br /> make it a structure that adds to the character of the lakeshore more than it currently does. <br /> Albertsson noted that the majority of the improvements are currently permitted and that the installation of <br /> the toilet would inake the sh-ucture more viable. <br /> White stated the Council does not want to see the structure turn into living space over time. White stated <br /> in light of the amount of taxes that are probably being paid for this lot, that the structure would help to <br /> make the propei-ty more useable. White noted he did attend the Planning Coinmission meeting where this <br /> application was discussed and that he is leaning towards supporting the request. <br /> Sansevere stated in his experience visitors on the lake are impressed with the boathouses, which do add to <br /> the character of the lakeshore. <br /> Murphy stated he has a different opinion regarding accessory structures along the lakeshore than in other <br /> �arts of the city. Murphy indicated he is inclined to approve the requests since they would add to the <br /> character of the lalceshore and are an improvement over what currently exists. <br /> Murphy stated he is unclear on what the neighbor's letter has to do with this application. <br /> Brokl stated the applicant is requesting a conditional use pennit far the installation of the toilet, sink and <br /> refrigerator and that the City is entitled to put reasonable conditions on a conditional use permit which <br /> would help to limit the use of the structure. Brokl recommended one condition be that the structure not be <br /> used as a supplemental residence and/or living quarters on a seasonable basis. <br /> White stated there is no question that this should not be considered as an additional residence or living <br /> space. White recommended that another condition also be that a furnace not be installed. <br /> White inquired what the appropriateness of the neighbor's letter is as it relates to this application. <br /> Brokl stated the letter outlines the neighbor's coinplaints relating to a number of issues. Brokl stated the <br /> City is workinb with the neighbor on some of the issues, including the fence and access on the extra <br /> PAGE 13 of 25 <br />
