Limits of grading <br /> and tree clearing east and south of the house would have to be established, and required to <br /> be adhered to by any builder/buyer/owner. The issue of not having a flat back yard is still <br /> present, from staff's perspective, but is not easily addressed other than by establishing strict <br /> covenants that would make it clear what areas are to be protected from grading and <br /> vegetation removal. It becomes an enforcement issue for the firture. <br /> Preliminary Plat Approval Resolution <br /> The attached resolution has been revised slightly since the version last presented to <br /> Colulcil. Council should carefully review the resolution to determine whether it adequately <br /> addresses all issues of concern. <br /> Staff Recommendation <br /> If Council determines that all issues of concern have been addressed during the review <br /> process, it would be appropriate to adopt the attached resoltrtion granting preliminary plat <br /> approval for the PRD development of MacKinnon Hill. <br /> COUNCIL ACTION REQUESTED <br /> If all issues are resolved, adopt or anlend the attached Resoltrtion. <br />
