He encouraged each party to assemble and submit their comments in <br /> writing for fiu-ther discussion and incorporation. <br /> Jolu�son pointed out that the rear 13 acres behind Morrie's may be subject to development <br /> sometime in the fuhu-e. If they lalew how the access to fl1e soutihern portion was to be laid out, <br /> otl�er questions regarding this oi-dinance may arise, as they inight then be concerned about frontage <br /> road at a later date. <br /> With regard to the timing of this ordinance revision, since the city is expecting an application frotn <br /> Ryan, Gaffron stated that the City contracted with the consultants to worlc toward a resolution. <br /> While NAC has been tut7zing things around rather quickly, Gaffi�on suggested the Council hold a <br /> work session before its next scheduled City Council meeting to discuss these questions Uefore <br /> moving forward. <br /> White concurred, poiirting out that this is Orono's only indush-ial area and they need to look at the <br /> access issue, as well as,several other elements at a�vork session. <br /> Murphy reiterated that it would be the city's intent to `grandfather' existing tenants and conditional <br /> use permits. He commended Moirie's for the substantial progi�ess they've made on their site; <br /> l�owever,he pointed out that this ordinance provides the City with its only leverage when <br /> ovv��ership changes ha�lds. If the City wisl�es things to be done differently, when o��nership <br /> changes occur,tlus is the time to do so. He pointed out that as part of the highway 12 turnback <br /> project, they've been looking at access plans but the City has not yet received direction from the <br /> COUllly. <br /> Sansevere asked Attorney Brokl how much latitude `grandfatherinb' allows cun-ent pei7nit holders. <br /> Brokl stated that the question with regard to `�-andfathering non-confornzances' in is at what point <br /> do the changes h-igger other issues.Wl�ile an applicant cannot necessarily `expand' the non- <br /> confornlancy, if they choose to add onto the building, the new portion of the struct�u�e should be <br /> compliant. <br /> MAYOlt/CITY COUNCIL REPORT <br /> Sansevere stated that he was unaware that Uoth local papers were owned Uy the same company. He <br /> asked the newspaper representative if he represented Uoth papers and whether they could provide a <br /> link to the City's legal notices on the weUsite. <br /> Thoubh he, too, was unaware of this previously, the newspaper representative stated fihat he did, in <br /> essenee,represent both papers and would cheelc iuto�n-ovidi�7g a linlc. <br /> Moorse pointed out lhat the Pioneer had no plans to have the same readership or look as the Stul <br /> Sailor. <br /> PAG� 9 of 12 <br />
