E002/GR-05-1428 <br /> On November Z, 2005,Northern States Power Company d/b/a Xcel Energy ("Xcel F.nergy") filed with the Minnesota Public <br /> ' Utili6es Commission (the "Commission") a�i application to increase retail electric rates in the State of Minnesota (the <br /> "Application"). Pursuant to Minn. Stat. § 216B.1(, subds. 2 and 3, Xcel Energy requests that an interim rate incrcase of <br /> � $147,318,000 or 7.25 percent be effec6ve on January l, 2006,with a final rate increase of$168,047,000 or 8.05 percent, <br /> becoming effective within 10 months of the date of the Application. In addition, Xcel Energy is requesting changes in its <br /> � terms of service. ln particular, our request proposes that time-of-day rates apply to all customers in the large commercial <br /> class with electric demand of 1000 kW and above. <br /> Xcel Enerby is also proposing a supplement to the dema�id side management ("DSM") recovery mechanism, and a rate <br /> mechanism to allow for reco��ery of certain fina�Icial implications resulting from fi�ture purchased power agreements. Rate <br /> �. increases stemming from these last nyo proposals are not reflected in the final rate increase noted above. Under Xcel <br /> �' Ener��'s proposal,any rate change under these two requests would occur under parameters established by the Commission <br /> � -=.� �-�- in this rate case proceeding. Specific rate adjustments pursuant to these proposals�vould not take effect prior to January <br /> � l, 2007, and��ould be subject to further notice, hearing, and approval by the Commission. <br /> �� <br /> � The Commission is expected to decide on or about 5eptember 2, ZU06,how much of Xcel Energy's requested increase�vil1 <br /> be approved in final rates. Any over-collection under interim rates will be refilnded with interest to customers in a manner <br /> determined by the Commission. <br /> Xcel Enerw has not increased its retail electric rates since 1993. Xcel Energy is requesting this rate increase to meet its <br /> current cost of pro��ding electric ser��ice, including a reasonable return on common equiry. <br />
