The annual I&I surcharge cost to <br /> Orono will be$90,000,for comparison purposes the annual Orono MCLS costs�re abottt$350,000. <br /> The goal of program is to reduce the peak flows into the system, so it is not necessary to expand the <br /> MCES collection �nd treatment system which would be very diPficult. Beginning in 2007, an I&I <br /> surcharge will be added to the MC�S bills, and Cities are expected to spend that �mount on I&I <br /> reduction projects. Money spent on I&I reduction will be credited against the sui•ch�rge. <br /> Sump Pump Inspection Progr�m <br /> The connection of sump pumps that discharge groundwater into the sanitary sewer system can be a <br /> significant cause of I&I as the discharge from one sump pump can be equivalent io an aciditiona126 <br /> homes on the sewer system. The coiu-iection of sump pumps to the sanitary sewer system is <br /> prohibited by State Statues, MCES Regulations, and the Orono City Code. Disconnection of sump <br /> pumps froin the sanitaiy sewer system is a cost effective method of reducing I&I flows. One of the <br /> requirements of the MC�S I&I reduction program is th�t Cities have a sump pump inspection <br /> program. <br /> The scheduling of inspection appointments can be one of the most time consuming and problernatic <br /> portions of the program. The actual sump pump inspection only takes about ten minutes. Our <br /> recommendation is to combine the sump puinp inspection and water meter replacement prograins for <br /> the residents on City water. We can then complete the sump pump inspection and water meter <br /> replacement in a single 30 minute appointment and will not have to inconvenience our residnts for <br /> two separate appoinhnents. <br /> We have been reviewing flow records for our lift stations in order to determine the highest priority <br /> areas for I&I, and our recommendation is to begin the water meter replacement and sump pump <br /> inspection program in the Lift Station 7 and 8 service areas located along County Road 19 between <br /> the CR15/CR19 intersection and the Narrows Bridge.These two lift station service areas contain 140 <br /> homes. The sewer in this area is clay tile sewer lines with numerous joints that was installed in :965 <br /> with sewer installed along the lakeshore that is below lake level. These two lift stations have high <br /> flows in relation to the number of homes served, and we often experience high level al�rms during <br /> heavy rains. The property owners will be sent a letter explaining the prograin which will provide <br /> inCormation on the i�nportance of reinoving sump pumps from the sewer system in order to lower <br /> peak flows, reduce the potential for sewer backups, and reduce wastewater treatment costs. <br /> COUNCIL ACTION REQUESTED: <br /> Motion to authorize Public Works staff to begin a SLIIIl]� P11217� I11SpeCt1011 �nd Water Meter <br /> Replacement Program for the Lift Station 7 and 8 service are�s and to �pprove the purchase of 140 <br /> Badger Radio Read W�ter Meters, Prom Hydro Metering Technologies, Burnsville Miiuiesota at a <br /> cost of$27,000 to be fiinded froin the Water Fund with a budget adjustment approved to rellect this <br /> expenditure. <br /> 2 <br />
