Sec. 66-227. - Fees. 185 <br />All permits provided for in this division shall be issued only upon payment in full of permit 186 <br />fees and other costs fixed and determined by resolution. 187 <br />(Code 1984, § 6.08(9)) 188 <br />Sec. 66-228. - Prohibitions. 189 <br />The following prohibitions shall apply to all parades and special eventSpecial Events: 190 <br />(1) It shall be unlawful for any person to stage, present, or conduct any parade or special 191 <br />eventSpecial Event without first having obtained a permit as herein provided. 192 <br />(2) It shall be unlawful for any person in charge of, or responsible for the conduct of, a duly 193 <br />licensed paradeParade or special eventSpecial Event to knowingly fail to comply with 194 <br />any condition of the permit. 195 <br />(3) It shall be unlawful for any person to engage in any paradeParade or special eventSpecial 196 <br />Event that would constitute a substantial hazard to the public safety or that would 197 <br />materially interfere with or endanger the public peace or rights of residents to the quiet 198 <br />and peaceful enjoyment of their property. 199 <br />(4) The following Special Events shall be prohibited: 200 <br /> a. Closed Road Races 201 <br /> b. Events using Trunk Highways 202 <br /> c. Events on Big Island. 203 <br />(Ord. No. 57 3rd series, § 3, 4-27-2009) 204 <br />Sec. 66-229. - Revocation of permit. 205 <br />The city administrator or designee shall have the authority to revoke a paradeParade or 206 <br />special eventSpecial Event permit instantly upon violation of the conditions or standards for 207 <br />issuance as set forth in this article or when a public emergency arises where the police resources 208 <br />required for that emergency are so great that deployment of police services for the paradeParade 209 <br />or special eventSpecial Event would have an immediate and adverse effect upon the welfare and 210 <br />safety of persons or property. 211 <br />Sec. 66-230. – Penalties 212 <br />(a) On a finding thatIf an applicant, permit holder, or any person licensee has failsed to 213 <br />comply with any provision of an applicable statute, rule or ordinance relating to alcoholic 214 <br />beverages,Article VI Special Events, the city may impose an administrative penalty as set 215 <br />forth in the chart in clause (c) of this Section. revoke the license, suspend the license, impose 216 <br />a civil penalty of up to $2,000.00 for each violation, or impose any combination of these 217
