The City <br /> understands the Screening Board's request to revoke the existing covenants and any conflicts <br /> that may exist between other documents, including easements, in order to satisfy the Screening <br /> Board that these are publicly owned roadways. The City of Orono wants to take the required <br /> action necessary to meet the requirements of the Screening Board as well as meeting the State <br /> Aid Rules that are in place for the Municipal State Aid Street(MSAS) funding program. <br /> The City has closely reviewed the process it would need to implement in order to make the <br /> required changes to the system. In order to take over the large number of roadways as public <br /> roadways, a substantial amount of time will be required to resolve existing covenants and <br /> easements that are in place. <br /> The City also understands the Screening Board's desire to resolve this issue in a timely manner <br /> and has set the date of September 1, 2008 as the deadline to modify the City's existing State Aid <br /> Street system based on roadways currently under the jurisdiction of the City. Due to the tight <br /> timeline, the City agrees to remove the existing roadways in question from the calculation of <br /> state aid mileage and remove the required number of miles from the City's exisring MSAS <br /> system now. <br /> Based on the City's inventory of roadways, the number of miles that will be removed from the <br /> MSAS calculation is 17.25 miles. This equates to 3.45 miles of State Aid road mileage.
