These goals are listed below, and <br /> the policies for implementing them are included in the attached excerpt from the Orono <br /> 2008-2030 Comprehensive Plan. <br /> Goal l. Manage the Park in a manner consistent with its identity as a Natural Passive <br /> Recreation Area <br /> Goal 2. Implement environmentally sound and sustainable policies within the Park <br /> Goal 3. Improve access to and mobility within the Park <br /> Goa14. Provide the level of recreational and service facilities necessary for safe public use <br /> of the Park while limiting the need for intensive operation and maintenance activiry <br /> Goal 5. Allow for educational and service opportunities related to the biological, physical <br /> and cultural resources of the Park <br /> Goal 6. Promote a passive day-use recreation and natural area identity in the Park <br /> reinforced by the design of facilities and amenities as well as by the establishment <br /> of rules and regulations consistent with that identity <br /> Goa1 7. Recognize, acknowledge and embrace the special relationship that America's <br /> military veterans have with the Park property, and encourage their use of the Park <br /> in a manner consistent with its mission, vision and goals <br /> A copy of the Draft Outline for the Big Island Park Management Plan is attached. This was <br /> initially reviewed in November 2007. While a small number of sections have been drafted, most <br /> of it has been delayed because Orono staff have been working for the past two-plus years on <br /> updating the Orono Comprehensive Plan (it was recently completed and submitted for Met <br /> Council approval; City staff will now be able to devote more time toward developing the Park <br /> Management Plan). Draft Big Island Park regulations are in the review stage - these are separate <br /> from and in addition to general City Park regulations that currently apply. <br /> Future Activity <br /> There are a number of topics that the City sees as necessary to address as we move forward: <br /> - Completion of the Management Plan and adoption of Park Rules <br /> - Ongoing site maintenance - at what level - annual funding - assignment of responsibility <br /> - Level of staffing - for what aspects: regulatory/maintenance/interpretive, etc. <br /> - Coordination of emergency & regulatory services <br /> - Managing public expectations <br /> - Further defining the level and type of suitable/unsuitable activities on the property <br />
