Management of the Big Island Park property <br /> Bi�Island Goals and Policies <br /> Goals: <br /> 1. The City will encourage Three Rivers Park District to continue to <br /> preserve the Dr. Arthur Allen Wildlife Refuge property (part of Big <br /> Island Regional Park) as a wildlife sanctuary with virtually no <br /> facilities for public use or access. Given its close proximity to Orono's <br /> Big Island Nature Park that is similarly planned for preservation as a <br /> natural area, the Refuge complements the City's park in that it constitutes <br /> nearby additional natural wildlife habitat. In keeping with the wildlife <br /> sanctuary theme, the Park District has no plans to provide public amenities <br /> ar enhance accessibility to the site. Orono will continue to support this <br /> policy. <br /> 2. Continue to allow seasonal recreational land uses and limited <br /> residential uses on Big Island. The City has adopted ordinances which <br /> allow continued individual private seasonal recreational use of the Island <br /> while prohibiting excessive development. Such use must be subject to <br /> strict enforcement of all performance standards and the explicit <br /> understanding that the City will never be able to provide even basic public <br /> services. <br /> 3. Maintain the natural, seasonal recreational character of the island. <br /> 4. Provide at least a minimum level of emergency access to the island. <br /> 5.
