CMP Part 3C. Housina Plan <br /> 2011-2020 Housing Goals. Far the period 2011-2020, Met Council in <br /> collaboration with the Minnesota Housing Finance Agency (MHFA) established <br /> a 4-step methodology for determining affordable housing needs for the region: 1) <br /> determine forecasted household growth in sewered areas; 2) determine the <br /> proportion of growth expected to be made up of sewered households; 3) estimate <br /> the number of new affordable housing units that the private market will provide <br /> to new low-income households; and 4) calculate the net need for newly- <br /> constructed affordable housing units. <br /> A two-step approach was then used to allocate the need among the region's <br /> � sewered municipalities: Step 1 - Apportion new low-income housing need in <br /> each community according to its growth based on 2010 household forecasts, <br /> assuming the metro-wide average of 30.6% of all new housing units would be <br /> affordable to low-income renters or buyers; Step 2 - make adjustments far each <br /> community based on a) low-wage job proximity; b) affardable housing stock; <br /> and c) transit service. <br /> Orono's share based on this formula is 3ll X affardable units needed during the <br /> period 2011-2020. As stated, previouslv, the City's land use plan accommodates <br /> for these units in areas guided for development at 6 units per acre or hi her. <br /> _....
