MEMORANDUM <br /> TO: MAYOR AND COUNCIL MEMBERS <br /> FROM: ORONO MANAGEMENT TEAM <br /> SUBJECT: INFORMATION UPDATE <br /> DATE: MARCH 19, 2010 <br /> • The Sewer Department was recently notified of a sewer issue at 2485 Dunwoody Avenue. <br /> In brief, the property has not been connected to the sewer system since last September. A <br /> tank has been placed at the residence to temporarily fix the problem. Staff is currently <br /> soliciting quotes to permanently correct the situation. The homeowner has been <br /> understanding and is working with the City on a solution. Tom Kellogg will be at the work <br /> session on Tuesday to explain what happened. <br /> • The joint meeting of the Orono and Long Lake City Councils has been scheduled for 7:00 <br /> p.m. as the first item on the Orono Council regular meeting agenda for April 12. Jim Grube <br /> of Hennepin County will make a presentation about the Highway 12 Turnback process, with <br /> time available for questions and discussion. <br /> • The Planning department sent out a notification email to 43+ advertisers of`Boat Slips far <br /> Rent" in Orono. The emails contained a notice that dock space rental in Orono violates our <br /> City Code. We are finding these ads on Craigslist, the classifieds and other local "realtor <br /> type"websites. (MC) <br /> • Planning & Building staff has recently been communicating with a woman who intends to <br /> open a salon at 3205 Shoreline Drive in Navarre. This is the same building where State Farm <br /> is located. All of the conversations with staff have been revolving around a"salon"however <br /> upon further research staff discovered that massa e therapy is one of the services provided. <br /> (Click on the link for the salon's website) <br /> The only provisions within the Zoning Code referencing"massage" are under 78-1 <br /> Definitions within the definition for Sports and health facility (which is not specifically <br /> permitted in any district) and under 78-1377 Sexually oriented businesses. Sexually <br /> oriented businesses or"Adult Uses" are permitted only within the Industrial district. <br /> Basically, staff will have to tell the applicant that the therapeutic massage portion of her <br /> salon is not allowed. <br /> In light of the plan to revise and modernize our Conditional Use regulations staff would <br /> like the Council to indicate their desire to have staff and Planning Commission pursue <br /> revising the Code to allow "therapeutic massage" as a conditional use in some <br /> commercial districts. Many cities regulate salons and massage parlors by business <br /> license. Please contact Melanie if you have specific thoughts on this matter.
