.� <br /> February 11, 2010 <br /> Mr.James Wisker <br /> Minnehaha Creek Watershed District <br /> 18202 Minnetonka Blvd. <br /> Deephaven, MN 55391 <br /> Dear Mr. Wisker, <br /> I am writing this letter on behalf of several Lake Minnetonka Area Cities regarding the Minnehaha Creek <br /> Watershed District's proposed amendments to Rule D: Wetland Protection and Rule F: Shoreline and <br /> Streambank Stabilization. <br /> On behalf of these cities, I am requesting a copy of Rule D and Rule F in legislative format e.g. strike out <br /> and underline, so that we can better understand the proposed changes to the rules. It appears that few, <br /> if any, of the affected cities received such a document. <br /> Furthermore, we are interested in knowing what kind of public input on the proposed rules the MCWD <br /> solicited or obtained during the rule drafting process, not including the Technical Advisory Committee or <br /> the Citizen Advisory Committee. For example, did the MCWD hold any open houses or public <br /> informational meetings regarding the proposed rules in communities around the fake area. <br /> Finally, we understand that the Watershed District is contemplating revising Rule N related to storm <br /> water. One of the consistent comments regarding proposed Rule D and Rule F involve the possible <br /> impact on single family homes.At present, the response from the MCWD is the proposed rules D and F <br /> do not apply or necessarily impact single family homes. However, our concern is how amendments to <br /> Rule N might alter Rule D and F as it relates to single family homes. Could you please comment briefly on <br /> what the MCWD is considering with regard to Rule N. <br />
