(c) Permits & Reservations.
<br /> (1) Required. A Permit shall be obtained from the City of Orono for
<br /> holding any special event, activity or use in Big Island Nature Park. �

<br /> (2) Reservations. �� �� *'�� -�^'�^�� ^�*'�� �'�*�� ^�' n-��� *� + No facilities
<br /> within Big Island Nature Park shall be reserved nor designated for
<br /> exclusive use by any individual, group or organization.
<br /> (3) Permit Application. A person seeking issuance of a permit hereunder
<br /> shall file an application with the City Clerk. The application shall state:
<br /> (A) The name and address of the applicant.
<br /> (B) The name, address and contact information of the person
<br /> � sponsoring the activity, if any.
<br /> (C) The day and hours for which the permit is desired. For activities
<br /> that will occur on an ongoing basis or on multiple dates, a single
<br /> permit covering all dates may be issued at the discretion of the
<br /> City.
<br /> (D) The location(s) within the Park for which such permit is desired.
<br /> (E) An estimate of the anticipated attendance.
<br /> (F) Any other information which the City Clerk shall find reasonably
<br /> necessary to � �^�r a�'���^^*�^^ �� *^determine whether a permit
<br /> should be issued hereunder.
<br /> (4) Standards for issuance. The City Clerk shall issue a permit hereunder
<br /> upon C--f�determination:
<br /> (A) That the proposed activity will not interfere with, detract from or
<br /> impair the Conservation Values of the Park as identified by the
<br /> Minnehaha Creek Watershed District.
<br /> (B) That the proposed activity or use of the Park will not
<br /> unreasonably interfere with or detract from the general public
<br /> enjoyment of the park.
<br /> (C) That the proposed activity and use will not unreasonably
<br /> interfere with or detract from the promotion of public health,
<br /> welfare, safety and recreation.
<br /> (D

<br /> proposed activity will not entail unusual, extraordinary or
<br /> burdensome expense or police operation by the City.
<br /> (5) Appeal. Within ten (10) business days after receipt of an application, the
<br /> City Clerk shall apprise an applicant, in writing, of the reasons for
<br /> refusing a permit, and any aggrieved person shall have the right of
<br /> appeal, in writing, within ten (10) business days to the City
