Please accept the following comments for your consideration on the proposed draft revisions to <br /> the MCWD Rule F: <br /> 1. The draft, dated November 30,2009, contains a substantial number of requirements that cannot <br /> reasonably be expected to be provided by the average resident of the MCWD or other applicant <br /> without significant financial investment and is certain to contribute to increased public capital <br /> expenditures and/or administrarive costs to stabilize shorelines and streambanks. <br /> 2.
