Please accept the following comments for your consideration on the <br /> proposed draft revisians ta the MCWD Rule F: <br /> 1. The draft, dated November 2009, cantains a substantial number of requirements that <br /> can nat reasonabiy be expected to be provided by the average resident of the MCWD or <br /> other applicant without significant financial investment and is certain to contribute to <br /> increased public capital expenditures and/or administrative costs to stabilize shorelines <br /> and streambanks. <br /> 2.
