<br /> When Mounds View initiated its 18-year street reconstruction plan,
<br /> S�REEfIMPROVEMENT55ETSTAGE the streets were in a distressed condition and in need of repair in
<br /> the area designated for the first project. We assisted the City in
<br /> FOR CITY�S LONG-RANGE STREET
<br /> determining a typical street section and investigated bituminous
<br /> RECONSfRUCTION PL4N and concrete curb options. We also reviewed the condition and
<br /> service areas of existing utilities to determine needed repairs, and
<br /> areas with insufficient service.
<br /> We worked with City staff, the City Council, and residents to
<br /> develop a City standard typical street section and a revised
<br /> assessment policy. Frequent neighborhood meetings kept residents
<br /> involved throughout the process. Meetings with the Rice Creek
<br /> Watershed District were conducted throughout the feasibility and
<br /> design process. The result was storm water quality and infiltration
<br /> features, such as rain gardens.
<br /> To maintain resident access during construction, the existing
<br /> bituminous was reclaimed and the street was constructed one-half
<br /> at a time, which allowed for salvaging aggregate material.
<br /> Stormceptor structures installed at storm water discharge points to
<br /> Spring Lake remove sediment, oil, and debris from the storm water
<br /> before it enters the lake. The structures improve lake water quality.
<br /> Overall, the project improved the streets within the project area,
<br /> and provided an example for the remainder of the City as it
<br /> continues with its street reconstruction plan.
