� <br /> 4. Administrative Res onsibilitv. The law enforcement services rendered to the Contract Cities <br /> shall be under the sole direction of the City of Orono. The degree of services rendered,the <br /> standards of performance,the hiring and discipline of the officers assigned,and other matters <br /> relating to regulations and policies, shall remain in the control of the City of Orono. Any <br /> disputes between the parties to this agreement as to the extent of functions and duties to be <br /> rendered hereunder,or the level or manner of performance of such service, shall be resolved <br /> by the City Administrator of the City of Orono. If a Contract City disagrees with the <br /> resolution,the Contract City may appeal within thirty days of receipt of written notice of the <br /> resolution,by giving written notice to the City of Orono asking for arbitration,as provided in <br /> paragraph 17 The City Administratar of the City of Orono,through the Chief of Police,shall <br /> submit to the Contract Cities a monthly report of services rendered to the Contract Cities,as <br /> well as suggestions regarding any changes that may be helpful,and a quarterly bud�et update. <br /> These reports will include copies of Bureau of Criminal Apprehension Criminal Justice <br /> Information summaries for law enforcement services rendered within the Contract Cities. <br /> 5. Joint Advisory Committee. Each Contracting City may appoint two volunteer members to a <br /> joint advisory committee and the name of such appointees shall be furnished to the City of <br /> Orono Administration. The Joint Advisory Committee shall meet periodically to discuss and <br /> make recommendations regarding concerns or problems identified regarding the provision of <br /> police service and to periodically review budget updates. The Joint Advisory Committee <br /> shall have the specific task of reviewing the Police Department's budget proposal for the next <br /> calendar year and amving at a consensus Budget Package consisting of an Annual Operating <br /> Budget, a Year Two Budget amount and Year Three Budget amount by August 15 of each <br /> calendar year. <br /> 6. Officers, Employees of the Citv of Orono Officers assigned to duty in the Contract Cities <br /> shall be police officers of the City of Orono. The City of Orono shall assume all obligations <br /> with regard to workers compensation, PERA, withholding tax, insurance, etc. arising from <br /> the employment of such officers. The Contract Cities shall not be required to furnish any <br /> fringe benefits or assume any other liability of employment to any officer assigned to duty <br /> within the Contract Cities unless a Contract City employs officers directly, independent of <br /> this agreement, to provide special law enforcement services in the Contract City. In such <br /> event, all obligations and liabilities with respect to employment of special law enforcement <br /> officers shall be the complete responsibility ofthe Contract City. No such direct employment <br /> shall be entered into by the Contract City without first obtaining written approval of the City <br /> Administrator of the City of Orono which approval shall not be unreasonably withheld. <br /> Page 4 <br />
