LETTER RE: AGREEMENT ANDCONTRACT FOR LAW ENFORCEMENT(SECOND DRAFI'j <br /> DATED FEBRL'ARY 4,2010-PAGE 2 OF 2 <br /> • The provision of police protection services is a "common good" that is best funded from ad <br /> valorem taxes and not user fees. The current agreement use of property value and population <br /> cost sharing factors on a 50/�0 basis was itself a compromise instead of using property value <br /> as a 100% factor as some other neighboring police departments (e.g. South Lake and <br /> Minnetrista) do who charge out for police protection services. Application of the current <br /> agreement bears no relationship to the proposed 2010 10% property value factor weighting in <br /> the second draft proposal. <br /> � Calls are a pro�:y for population and only serve to double-weight these proposed cost share <br /> factors. <br /> • Assuming the transition from additional/supplemental officers referred to above to the <br /> service district is more fully addressed; we support the continued use of the property value <br /> and population cost factors on a 50/�0 weighting basis. <br /> • A ten percent administration overhead charge ($259,436 in the 2010 budget) is an excessive <br /> element of a shared departmental cost pool. Unless this cest allo�ation percentaae c�n be <br /> supported, a four percent ($103,774) administrative overhead charge is reasonable. <br /> Suaaested Issue Resolution Timetable <br /> We have acted in good faith by agreeing to accept a 2010 police protection services bill from the <br /> City of Orono of$310,000 when application of the current agreement would call for 2010 <br /> charges to be less than those in 2009. However, as stated above, we do have objections to the <br /> second draft agreement as presented. <br /> As a matter of expedience, a response from the City of Orono regarding the concerns raised in <br /> this letter by February 26, 2010 would be appreciated. Police protection for our property owners <br /> is of utmost importance to us as elected officials.
