LA19-000063 — CITY OF ORONO TEXT AMENDMENT RELATED TO SPECIAL <br />EVENT PERMITTING <br />Staff presented a summary of packet information. <br />Walsh said there have been special events consisting of rock 'n' roll bands and fireworks and even though <br />they're blocks away, it was so big that you could hear them. There were also people doing shows at their <br />house and bringing buses through the neighborhood, and it was upsetting the balance of the <br />neighborhood. He asked how the ordinance would impact that scenario. <br />Barnhart stated Staff did not propose changes in that respect. That issue was settled a couple years ago, <br />and he did not want to reintroduce changes to that. <br />Walsh said he was worried about that and did not want to reintroduce changes to that. <br />Barnhart stated none of that was changed. He said he has heard from a number of people that have been <br />impacted by fireworks, and Staff is not confident that notice has always gotten out. As a condition of the <br />approval, it is required that notice be sent out to all property owners ten days in advance. He is proposing <br />that Staff take care of the notice for the activities that go to the City Council so that Staff can be sure <br />notice is getting out. Ultimately, the City Council can review the plan and provide some conditions. <br />Walsh stated the information says there's no limit to how many special events someone can have and it <br />seems a little bit like Pandora's box if somebody essentially said they were going to be an event center. <br />Crosby said they're not in the commercial business. <br />Seals asked whether someone doing that would make their house a commercial business because they're a <br />profit center. <br />Walsh stated the information says there's no limit on how many special events someone can have. <br />Seals asked if that would put someone in a different category. <br />Walsh asked if the City Council has that language now, that there's no limit to special events. <br />Barnhart said there isn't, and that it was a central issue a couple of years ago. <br />Crosby asked wouldn't it change the language to be described as more of a commercial -type property. <br />Mattick suggested limiting the number of special events. <br />Page 25 of 34 <br />
