Orono City Council <br /> Committee of the Whole <br /> October 13, 2009,6:15 p.m. <br /> Orono City Council Chambers <br /> • 2012—Orono Orchard Road Project <br /> o Kellogg has been in contact with Kyle Colvin, Met Council, regarding installation of a parallel <br /> force main that could be done in conjunction with the City's road project. Coordination of <br /> the road project and sewer project could generate some cost-sharing advantages and <br /> savings for both Orono and the Met Council. <br /> o A bond issue will need to be done to complete this project. Since bond rates are low,the <br /> City could consider a bond sale early next year and move the project up to 2011. <br /> • 2016—Old Crystal Bay Road between Hwy 12 and Cty Rd 6 <br /> o State aid project. Additional funds for this project could be included with the bond sale for <br /> the Orono Orchard Road project. <br /> o The Orono Schools have received complaints about Old Crystal Bay Road but have been <br /> waiting for the City to address road issues. <br /> • Kellogg provided an update on the MCES interceptor in Long Lake. Additional water use records <br /> have been requested from Long Lake. Met Council will continue to review records to determine <br /> if the pipe that runs from the golf dome to the MCES interceptor should be changed to a <br /> regional facility. The City should plan for a lift station rehab for the North Brown Road area. <br /> • Casco Point Reconstruction Project Update <br /> o There may be a significant savings of approximately$190,000 on the project because <br /> contaminated soils weren't as extensive as anticipated. <br /> o The deep sewer work is complete; water main work continues. The contractor plans to <br /> complete utility work by end of this week(10/17/09). The road should be graveled by end <br /> of next week(10/24/09). Project completion is expected by the end of October. <br /> o The property owner at 2970 Casco Point Road has identified a significant erosion/storm <br /> sewer issue that was not on the original list of problems to resolve with this project. The <br /> contractor may need to do change order to fix the problem. <br /> 3. Comp Plan Discussion <br /> • A meeting is scheduled for Tuesday, October 20th from 2:00—4:00 p.m. with Jim Utley of the <br /> Met Council and 7 of their staff. Tom Kellogg will also attend as he has been working with Kyle <br /> Colvin. Two or three Council Members plan to attend. Discussion will include Met Council <br /> requirements related to number of housing units, density of housing and connection of existing <br /> individual homes in the MUSA. <br /> 4. Disposal of Property—1180 Lyman Avenue <br /> • The property would be offered for sale to the adjacent neighbor, Brian Palmer. An approved <br /> septic site has been identified. <br /> • The City is concerned about moving the potential future cul-du-sac to the west. Various <br /> diagrams were reviewed. Additional easements will be needed to ensure the ability to install a <br /> future cul-du-sac. <br /> • Although Mn/DOT sold the property to the City for$10,000,the City wants to recoup costs <br /> associated with the sale of the site. <br /> • Council recommended following Gaffron's steps as outlined in the October 2, 2009 memo with a <br /> selling price of$15,000. Murphy noted this has been an ongoing issue for 21 years as a result of <br /> the work on new Highway 12, and the City costs are understated. <br /> • If Palmer is in agreement, a resolution will be brought to Council. <br /> Page 3 of 4 <br />
