1180 Lyman Avenue <br /> January 9,2009 <br /> Page 3 of 3 <br /> Analysis & Recommendations <br /> - We have no record of whether Moorse's discussions with Palmer included discussion of <br /> a possible selling price. <br /> - At the current time we do not have any assurance that one or more septic sites are <br /> feasible on the property, and to our knowledge no formal testing or design work has been <br /> done on the property since the rejected MnDOT testing of 2003. <br /> - The property has not been surveyed since prior to the MnDOT acquisition, hence the <br /> exact location of the MnDOT right-of-way is not completely clear. <br /> -No engineering work has been done to attempt to design a cul-de-sac for the site. Such <br /> work may be necessary in order to understand exactly how the cul-de-sac would layout <br /> and the extent of the cuts and fills necessary, hence we don't know whether a standard <br /> 100' diameter right-of-way would suffice. <br /> - It would seem that if the cul-de-sac is to be somewhat centered on the property, it would <br /> be appropriate that the property owners on either side should be offered the opportunity <br /> to acquire portions of the property. <br /> - It would seem that in order to sufficiently document the future cul-de-sac location and <br /> prepare for potential acquisition of portions of the property by one or more adjacent <br /> landowners, it would be prudent to survey the property; to have septic testing done if use <br /> for a septic site is still a goal of Palmer; and to formally plat the property into the <br /> appropriate parcels for sale. <br /> - The eventual selling price of the property should cover all City costs in making it <br /> available for purchase, including the costs of staff and consultant time as well as the costs <br /> of surveying, platting, legal work, soil testing, etc. <br /> - The adjacent owners should not expect that they will be able to purchase the property at <br /> simply the City's $10,000 cost.
