o A meeting was held with Bob McFarlin. McFarlin listened to the City's concerns and will <br /> discuss further in his office. <br /> o The fundamental issue is that Met Council changed their rules and had several opportunities <br /> to inform the city but didn't. Orono understood that septic areas could be brought into the <br /> MUSA when failing. Minnetrista, Medina and other lakeshore cities are having similar issues <br /> with the Met Council. Cities have been told they can't connect homes that have been <br /> included in the MUSA and/or can't connect because of low density. The Met Council <br /> shouldn't be applying rules to individual properties. <br /> o The city has been informed that the Comforts of Home property will not count toward <br /> higher density. The Met Council uses the census definition of a dwelling unit where <br /> common kitchen facilities count as one unit <br /> o Council commented that the Met Council is not cognizant of the city's environment which is <br /> almost fully developed with many wetlands and watershed areas. <br /> o Gaffron noted the inventory list that was distributed finds very few potential properties for <br /> high density development. <br /> o Staff will continue to provide details to Met Council regarding the difficulties in Orono to <br /> meet their goals, and discuss with Met Council how they think Orono can meet their goals. <br /> o It may take all the cities in the lakeshore area with common issues to unify and bring their <br /> case to the Met Council. <br /> o The city can't formally submit the Comp Plan Update until December 10. <br /> o The city needs to determine if Met Council staff can resolve any of the issues or if the city <br /> will need to work with the commissioners. <br /> • Set Date for Open House and Public Hearing <br /> o Gaffron will determine when the Comp Plan Update is ready for a public hearing. <br /> 4. Comments Regarding Information Updates <br /> • Council indicated there is some benefit to reviewing the Information Updates and should be <br /> included as an item on future work session agendas. <br /> • Staff commented that it is their preference to take direction from the entire council. <br /> • McMillan noted that she is familiar with the owner of the Chevy Chase property with <br /> neighborhood complaints. She also requested that Council be informed when residents connect <br /> to the Myrtlewood water project. <br /> 5. Miscellaneous <br /> • Ted Capra parking issue <br /> o Capra placed gravel in the city's right-of-way after receiving approval from staff. He was <br /> later informed that the gravel needed to be removed because it didn't comply with city <br /> codes. Capra had already modified an underground water system and spent money to make <br /> the changes. It is also difficult for him to maneuver in and out of the garage. <br /> o A Public Services Director would have had authority over this issue. A city permit is required <br /> to do a curb cut with a fee and application. Capra asked Curtis many times in many ways if <br /> he could create additional parking and was told it would not be allowed by city codes. <br /> o This street is scheduled for a mill and overlay next year. The city will look at road <br /> improvements as part of the project. <br /> o Council determined that Capra will not need to remove the gravel at this time and the issue <br /> will be addressed as the city makes decisions on the upcoming mill and overlay road project. <br /> Page 3 of 3 <br />
