The cover letter notes that a 7-year CIP is being <br /> developed and is expected to be adopted later this year. <br /> SURFACE WATER MANAGEMENT PLAN (Judy Sventek, 651-602-11�6) <br /> The Update is incomplete for Local Surface Water Management Plan. Orono lies within the <br /> Minnehaha Creek watershed. The Minnehaha Creek Watershed District's watershed <br /> management plan was approved by the Board of Water and Soil Resources in 2007. Orono <br /> was required to update its Local Surface Water Management Plan (LSWMP) by July of <br /> 2009. The Update states that the City will be submitting its LSWMP for review within a <br /> month or two. Until an acceptable final draft LSWMP is submitted for review, the Update <br /> will be incomplete for review. <br /> TRANSPORATION & TRANSIT (Ann Braden, 651-602-1705) <br /> The Update is incomplete for transportation and transit. In order to be found complete, the <br /> Update will need to provide the following: <br /> • Traffic forecasts for the year 2030. Map 4A-1 and the Roadway capacity issues <br /> discussion beginning on page 4A-15 make references to traffic projections for 2020. <br /> These need to be changed to 2030. <br /> • Revision of the TAZ allocation. The Update contains a map and table of the forecasted <br /> socioeconomic data by TAZ. However, the TAZ numbers do not reflect the Council's <br /> system statement forecasts for population, households or employment. <br /> • The Update needs to identify the City's transit market area, which is Market Area III. <br /> 1 Advisory Comments <br /> • Roadwav Functional Classification: The update accurately reflects the Principal and <br /> Minor arterial system within the community relative to the TAB maps. On Page 4A-24 <br /> of the Plan, there is reference to a map of the system (Map 4A-4), but it may have been <br /> omitted in error. <br /> • Route 677 needs to be identified as part of the city's existing transit service. <br /> WATER SUPPLY (Sara Smith, 651-602-1035) <br /> The Update is incomplete, as the City did not include water use projections in its water <br /> supply plan. Communities are required to project annual maximum and average day water <br /> use for the next ten years as well as projecting water use for 2020 and 2030 in their water <br /> supply plans. <br /> OTHER ISSUES: <br /> WASTEWATER SERVICES (Roger Janzig, 651-602-1119) <br /> The Update is complete for review. The City is proposing to develop its urban area at a net <br /> density less than 3 units per acre. The Update shows a 2030 household projection of 200 <br />
