MINUTES OF THE <br />ORONO PLANNING COMMISSION <br />Tuesday, February 18, 2020 <br />6:00 p.m. <br />Barnhart stated that it is a two layered approach with the covenant that notifies the property owner as well <br />as future property owners of the issue and then there is the City standard and City Code that will regulate <br />it and noted that he believes the City has covered the bases. <br />John Daly, Revision, 153 East Lake Street, Wayzata, stated that the property owners were unable to <br />attend tonight due to previous vacation plans. He explained that the intent for this project started out <br />additional storage and parking space since there is no on street parking on Tonkawa Road. The plans then <br />moved to include a recreation space as well as a place for a home office. He noted that the property to the <br />north has a very similar structure and was built about a year and a half ago. He stated that the plans also <br />include reducing the hard cover on the property to bring it back into compliance. He stated that they are <br />well aware of the covenants and the property owners are in agreement with them. <br />Chair Ressler opened the public hearing at 6:50 p.m. <br />There were no public comments relating to this application. <br />Chair Ressler closed the public hearing at 6:50 p.m. <br />Ressler noted that there are several homes in Orono that have a similar layout and structure and stated that <br />he does not see anything egregious with the presented plans. <br />Gettman asked if there was any information on how many carriage homes have started to be used in this <br />area. <br />Curtis stated that there are a lot throughout the City. She stated that many of them have been used for <br />things such as a pool house or other office or recreational space. <br />Gettman asked how many had been used as rented space. <br />Curtis stated that she cannot speak to that, but knows that there have not been a lot of complaints. <br />Barnhart stated that Staff does not know of any that have been converted into second dwellings. <br />Ressler stated that he believes that some have been utilized as what is referred to as a Grandmother's <br />Attic or a space used for older children to have a separate quarters or entertaining space. He stated that he <br />does not see an epidemic of approving things for use as an Airbnb. <br />Thiesse stated that his understanding is that the Commission is only discussing the shower and not the <br />building. <br />Gettman stated that he believes that adding the plumbing triggered the need for a CUP. <br />Curtis clarified that it was adding a shower or a bathtub that triggered the CUP because plumbing is <br />allowed. <br />Libby stated that he agrees with Staffs assessment and believes this is a practical use matter and feels <br />showers are useful. <br />Page 7 of 30 <br />
