The City <br /> of Orono �as ori ig nally adopted a Flood Plain ^^a �x'�*'^^a� "'��^n��m��* <br /> Ordinance in 1970, which has since been revised and updated on a re�ular basis, <br /> the last revision bein a�major u�date in 2004. *�� �•������ ��'�•����� �-� The <br /> principles of flood plain re�ulation � hand-in-hand with those of stormwater <br /> management. The intent of this ordinance is to promote the public health, safety <br /> and general welfare and to minimize the incidence of periodic inundation of <br /> flood hazard areas which results in potential loss of life, loss of property, health <br /> and safety hazards, disruption of commerce and governmental services, <br /> extraordinarv public expenditures for flood protection and relief, and impairment <br /> of the tax base, all of which adversely affect the public health, safety, and e� neral <br /> welfare. �„ „+o„+ ��,o „�.�:,. :,,�v �� n+ , ,.a:,,,,�oa �a „�„ oa �.,,,a <br /> w Yivwv� ui�. The City will be best served by retention of <br /> open land uses which would locate permanent structures and artificial <br /> obstructions in a manner that would not obstruct the passage of waters nor <br /> destroy the natural public waters, marshes and wetlands within the City. <br /> The specific goals and intents of floodplain management in Orono include: <br /> 1. Reduce danger to health by protecting surface and groundwater supplies <br /> from the impairment which results from incompatible land uses by <br /> providing safe and sanitary drainage. <br /> 2. Reduce the financial burdens imposed both on this community and on <br /> communities within the Minnehaha Creek Watershed District and the <br /> individual therein by frequent floods and overflow of water on lands. <br /> 3. Permit and encourage planned development land uses which will not <br /> impede the flow of floodwater or cause danger to life or property. <br /> 4. Permit and encourage land uses compatible with the preservation of the <br /> natural vegetation and marshes which are a principal factor in the <br /> maintenance of constant rates of water flow through the year and which <br /> sustain many species of wildlife and plant growth. <br /> City of Orono Community Management Plan 2008-2030 Page 3A-36 <br />
