This realization refocused water quality <br /> mitigation toward reducin� runoff volume through infiltration svstems o,perating <br /> in conjunction with sedimentation ponds. As municipal and watershed <br /> mana�ement programs evolved over the past decade, the runoff volume <br /> emphasis has �rown. At present. Minnehaha Creek Watershed District is <br /> rewritin� its rules to include a runoff volume mana�ement standard and in 2008 <br /> the Minnesota Pollution Control Agenc,y revised to the stormwater construction <br /> permit to require infiltration of proiects draining to an impaired water. Orono's <br /> own mana e� ment pro�ram will be consistent with that of the MCWD. <br /> ORONO 2009 LOCAL SURFACE WATER MANAGEMENT <br /> PLAN <br /> The Citv of Orono's 2009 Local Surface Water Management Plan serves as a <br /> comprehensive planning document to guide the Citv in conservin�protecting, <br /> and mana ing its surface water resources. Orono updated its 2002 Surface Water <br /> Mana�ement Plan in conjunction with its Comprehensive Plan Update and the <br /> updated 2009 Local Surface Water Management Plan stands separate from the <br /> Comprehensive Plan document though it is summarized here. Orono intends this <br /> plan to meet the requirements detailed in Minnesota Statutes 103B and <br /> Minnesota�Rules 84l 0, administered by the Minnesota Board of Water and Soil <br /> Resources. The Local Surface Water Mana�ement Plan also seeks consistency <br /> with the goals and policies of the Minnehaha Creek Watershed District and with <br /> the requirements and guidance provided in the Metropolitan Council's 2030 <br /> Water Resources Management Policv Plan• <br /> Minnesota Statutes and Rules <br /> In 1995, Minnesota Statutes section 473.859, subd. 2, was amended to make the <br /> local surface water mana�ement plan required by Minnesota Statutes section <br /> 103B.235 a part of the land use plan of the local comprehensive plan. Section <br /> 103B.235 provides that a local surface water management plan should be <br /> prepared once a watershed plan for the area has been approved. Section <br /> 103B.235 also enerally identifies the content requirements for the plan. The <br /> Local Surface Water Mana�ement Plan must be submitted to both the watershed <br /> management organization(s) within whose watershed the community is located <br /> and to the Metropolitan Council for its review. Appendix B-2 of Metropolitan <br /> Council's Water Resources Management Policv Plan outlines the statutory <br /> requirements for content. <br /> Minnehaha Creek Watershed District <br /> The Minnehaha Creek Watershed District was established in 1967 and completed <br /> its first Water Resources Management Plan in 1969.
