City Admin. - Long Term Strategy <br /> Date: March 20, 2009 <br /> Subject: Review of Draft 2008-2030 Comp Plan Chapters: <br /> - Sec. 3A - Environmental Protection Plan <br /> - Sec. 4F - Public Services Plan <br /> Attached are the Environmental Protection and Public Services chapters of the Community <br /> Management Plan for review at your March 24 Work Session. The text is in underline/st�ee�� <br /> format so you can see the changes from the 2000 CMP. The Environmental Protection section <br /> was reviewed with the Planning Commission at their work session after the March 16 meeting. <br /> They have not reviewed the Public Services chapter, although I don't believe they would have <br /> any input on it, as it is primarily a factual update. <br /> --------------------------------------------------------------------------------------------------------------------- <br /> Part 3A: Environmental Protection. The following changes from the 2000-2020 CMP are <br /> noted for your review and potential discussion: <br /> - Discussion about the Orono Natural Resources Inventory is added, starting on Page 3A- <br /> 9 describing how the Inventory was done, what information it contains, and what <br /> recommendations result from it. This Inventory was completed in 2006 and contains a <br /> wealth of information about Orono natural features... <br /> - On Pages 3A-13 thru 3A-15 the 2005 Rural Oasis Study and Princip/es of <br /> Conservation Design are documented. The entire Study is added to this Chapter as <br /> Appendia A... <br /> - Beginning on Page 3A-24 new text is added that updates the current status of stormwater <br /> management in Orono, the recent mandates, and starting on Page 3A-28 discusses the <br /> elements of the in-progress updates to our Surface Water Management Plan which <br /> Bonestroo is currently working on. <br /> - Pages 3A-36/37 exhibit changes that reflect our new Floodplain Management <br /> Ordinance adopted in 2004. <br /> - On Pages 3A-41/42 a new section about Preservation of Dark Skies is added. Much of <br /> this information is gleaned from a variety of outside sources, many from other parts of <br /> the country, and this is a topic that Council might wish to have the Planning Commission <br /> follow up in the next year with recommendations for a pertinent ordinance. I have lots of <br /> information about this topic in a file when you are ready... <br /> - Starting on Page 3A-43 the Goals and Policies section includes a variety of additions and <br /> edits to bring this section into the 21st Century, primarily in terms of how we deal with <br /> stormwater. Also added are policy statements relative to greenways and open space <br /> corridors preservation, Conservation Design, and dark skies. <br /> --------------------------------------------------------------------------------------------------------------------- <br />
