• Staff has spent excessive time on this property and application. Plans for future of the property <br /> have not been defined. The variance application has expired and a renewal application needs to <br /> be submitted. The owners were advised they would need to pay the outstanding invoice along <br /> with the renewal application fee. <br /> • Council suggested that a letter be sent to Feyo indicating that Council agrees no further <br /> reduction of the fee below$1500 is appropriate. It would be her responsibility to respond in <br /> writing if she still objects to the fee. The fee could potentially be certified to her taxes. Gaffron <br /> will send a letter to Feyo. <br /> • Staff would like to establish a formal process to follow to certify unpaid zoning fees to taxes in <br /> the future. <br /> 4. Golf Course Fees <br /> • The suggested fee changes are a result of staff discussions. Council indicated approval of the <br /> proposed fees. The senior citizen age should be reduced to 55 years and no Spouse Rate should <br /> be included as an option for a Senior Pass. <br /> • Council had no objection to the pay rate and list of potential seasonal employees. <br /> 5. Orono Lane Issues <br /> • The neighbors who attended the March 23�d Council meeting were in favor of the MCWD <br /> restoration project, but have issues with activities taking place on the property. <br /> • The property staking done last summer is still there. The winter driving access to the lake is not <br /> through the Hamm property, it is about 50' south of it, on the City parcel. <br /> • The City owns the property and agreements should be between the City and the Watershed <br /> District not with the County. MCWD will work with the City to put Agreements in place. <br /> • Some options for addressing neighbor concerns include the addition of a fence along the Hamm <br /> property line and signage. The public access needs to be maintained and has been historically <br /> used by the public. The County maintains the property and provides garbage containers and in <br /> the past has had a port-a-potty on the site. <br /> • Council agreed the restoration project doesn't increase the impact of the issues the <br /> neighborhood identified. Council recommended screening between the City-owned land and <br /> the adjacent private property. MCWD may be willing to install the fence, which would probably <br /> be a 6' high chain link fence with signage. Staff should discuss the process with the City <br /> Attorney as a variance to install the fence may be required. <br /> 6. Review Comp Plan Chapters <br /> A. Environmental Protection <br /> • Discussion was added about the Orono Natural Resources Inventory, Rural Oasis Study and <br /> Principles of Conservation Design. <br /> • Bonestroo is working on the Surface Water Management Plan update. <br /> • Floodplain Management Ordinance was added. <br /> • A new section was included about Preservation of Dark Skies. <br /> B. Public Services <br /> • Construction of two new fire stations since the 2000 CMP was added. <br /> • Update on public education and access to Orono Schools/Orono City Complex was included. <br /> • More information about the role of the MCWD was added. <br /> • The utilities information has been a challenge to obtain. The City will continue to work on <br /> updating/creating maps. Wireless communication will need to be included in the future. <br /> • The section on current and future City-owned land and buildings was updated. <br /> Page 2 of 3 <br />
